How to change a phone number when you cannot pass 2SA

I hope I don't upset anybody this time.
I have a landline number registered in my PayPal account, but that is useless as PP will only work with mobile phones (cheaper) So when I try to log in, it tries to ring me to enter the number on screen, finds its a landline, and offers other options ... which is to phone me ..... !
There is no way to contact Paypal help area ... as that is hidden behind the login area. Unlike other businesses, they have no social media presence, no contact email address, no helplines publically accessable, only this area controlled by volunteers (yet I'm sure their terms state that customer's should be able to contact the vendor without hassle)
Anyone any idea how I can get to someone "on the inside" of PayPal who might be able to solve this?
NB: I did find an 0800 number ... but a 2hr plus 'on hold' waiting time isn't really practical.
To add insult to injury, I got a letter today to say they will be now charge me £9 a year on a dormant account ... which of course I cannot log into either !

I swear PayPal haven't got a clue how their own site works. "Have a problem? Contact the help desk"
"Please log in to your account to gain access" (Er, I can't log in, and your system won't phone a landine!)
"You can also message us. It's a bit like texting"

"If your phone number is not up to date, you may experience difficulties"
That should read: "If your phone number is not up to date, say goodbye to your account as there is no way back in again"
I'm only glad my account is £0.00 (When I phoned 0800 358 7911, the automated machine was able to recognise my account from the card number on the account. Why can't they set up a similar system that will allow you to correct your phone number so you can get the 2SA to work?)
I've looked into "Stripe", "Payoneer", "Skrill" as alternatives, but PayPal have the monopoly on the ability to payout affiliates. Even if I use companies like "WarriorPlus" or "JVZoo" ... they use Paypal accounts. Only "WPAffiliate" has their own payout system ... but I'm a little reluctant to pay 3% processing, 3% to bank, transfer fee AND pay $199 a year to use the app !

As I really needed the ability to do affiliate payments (mass pay) there could be a workaround possible. It uses a company called "TransferWire". Basically, you upload a set amount to a wallet, upload a CSV file of who to pay, and press a button. They then charge 1% per transaction, (or I think free if it's simply transferring from one user to another. You can also set up different wallets, so if someone wants to pay you in Euros, it goes straight into the wallet with no conversion costs) So I'm thinking of "Stripe" to control the payment buttons on my site, upload a set amount to the TransferWire wallet, and then use TransferWire to pay affiliates.
I know I've mentioned a rival site with lower fees than PayPal, but no problem as this probably won't be seen by PayPal anyway - otherwise they might choose to address the problem we - and countless other people - have !
