You can downgrade to a personal account by calling PayPal customer service instead. Click HELP at the top menu, scroll down to click CONTACT US, scroll down to click CALL US. If there isn't a negative balance or any open account limitations or dispute cases, you should be able to close it. Not sure why its not letting you.
