How can i change my phone number if the phone number is from another country ?

PayPal accounts are country specific. If you have a phone number in another country, a PayPal for that country has to be opened to enter that phone number as well as billing address and financial information based there with a different email address.

On the other hand, PayPal may have a way you can provide this information for instance if you're traveling abroad so contact customer service for assistance:
