My Cousin is having trouble to login to his payapal account he cant login 

He gets this message always We noticed some unusual activity, then he enters continue then the system asks him to change the password, after he changes his password with his phone code verification and with email it says every thing is fine you are secured then he enters the new password he tries to login then the same thing is happening he gets again this message we noticed some unusual activity, then again he changes the password  and again it says fine and so goes on he can never login to his account because his getting the same thing every time. How can he fix this ?

The error repeats and he gets the same message each time
