It appears the PayPal no longer wants the customers that do not have a mobile phone or that do not wish to give their mobile phone number to PayPal. I can no longer login without a mobile phone number and I find no way to contact PayPal without logging in. Is there a way to solve this?

If you go to the 'Help & Contact' icon on the PayPal website. Then if you click the 'Contact Us' link at the bottom of the page. From here, if you click the 'Password and Account Access' option, then 'Login Problems'. On the next page, you will see a 'Call Us' option. You do not need to be logged in to use this feature.

No ofense @kernowlass , but your suggestion still involves the customer giving its phone number to PayPal, which is what the OP tries to avoid?

Which you can no longer do, paypal requires you to add a mobile phone or sadly you won't be able to use your paypal account in the future.
So all I can do is give them information on how to contact customer services > access their account and add a phone.
If not then they can close their paypal account.
