Closing an account with balance and the limitation

My account has $0.66 and my account has been limited as well as my account not being able to be verified because I was young and I used not my name but an alias so I cannot verify that account even though there's an option close the account but it doesn't let me because I can't remove the balance.

After I get this account closed I'm actually going to create another account that is actually under my name
