I am trying to input a new card details, but it seems the system only accepts addresses within the UK.
I live in Malta (so a local bank) and we dont have the county system as in the UK and our postcode system is also slightly different.
To note that I used to live in the UK, so my PayPal account was set when I was still in the UK.

Paypal is country specific so if you move countries you have to open another paypal account in the country you reside in and add an address / phone number / and bank accounts from within that country.
You are supposed to withdraw any funds / resolve issues / remove cards and bank accounts before you leave your old country. If you don't then you may have problems doing so once you have moved.

so I have to cancel my existing account ? I cant have different accounts in different countries? using the same email address ...?

You are allowed to have 2 Paypal accounts (in 2 countries), BUT one has to be 'business' and the other one has to be a 'personal account'.
You can't have 2 of the same type.
Also as your email address identifies your Paypal account you can't use the same email address for x2 Paypal accounts.
