Can't seem to use my balance / Security Issue?

Alright, so starting last night I have not been able to use anything out of my account. It says that money may be being held, and will be put into my balance when it's available, and everything is already in my account. When i try to purchase something online, it asks to verify it's me by sending a code to my phone, and when i hit to send code, it just keeps saying "Sorry, we couldn't confirm it's you" and it doesn't even send a code to my phone? Have bills to pay using my paypal, and I'm not going to be able to if I can't get it fixed.
