Attempting to close my account but it says that an issue needs to be resolved

Hi, I'm trying to close my account but it says an issue needs to be resolved and to contact customer support but I customer support seems unavailable via message. Anyone know what to do?

I'm sorry that you can't close your account. 

If there is an outstanding issue in your PayPal account, you will not be able to close the account, I'm afraid. You will need to contact us directly by either phone, Facebook or Twitter, and we will be able to advise you further.
