I'm not quite sure how well you know how PayPal works so I will go through the basics:

First go through 'How do I send money?' faq in our help center. 

For step 5 you need to have a way to fund the transaction. Depending on the type of account you have, there are different options available to you. The most basic are bank account, debit or credit cards or PayPal balance.
