Account Closed for over 10 months; can't take money out

Paypal closed my account over 10 months ago. I was supposed to receive instructions (after 6 months: meaning mid-August) on how to transfer the funds in my account to my bank account.

 

I never received those instructions. All I want to do is deposit all the funds into any bank account linked to my paypal account.

Multiple messages through the resolution center over the past 4 months have NEVER been answered.

 

Calling is impossible. After waiting in line for more than an hour on multiple occasions no one picks up the phone, sometimes there is just an abrupt disconnect.

 

How is this possible? What can I do that doesn't involve a lawyer?

Can anyone help me here with any sort of ideas - I can't reach anyone.

It is incredible to me that such a big company can just do this; we are talking about 5k£ being just frozen and no human can be reached to resolve the issue

If you have been told your Paypal account has been permanently limited then Paypal holds any funds for 180 days as that is the same time frame that buyers have to open paypal disputes.

If no disputes are opened against you in 180 days then 'normally' you are allowed to withdraw the funds as long as you are over 18, the account is in your legal name and registered in the country where you reside.

Sometimes they confiscate funds under this policy.

Paypal also may request further documentation from you before you can withdraw those funds.

Your best bet is to wait until the phones are back up and running and then phone customer services so that you can speak to an agent.
Then they can help advise on how you can withdraw the funds if and when you are allowed to do so.
