The 21-days hold on the payment is S.O.P for unverified merchant accounts, I think. You should be able to see some info and requirements to become one if you look it up - It'll take a while to get verified though (One of the items is only cleared after 60 days of getting payments).
Good news is - You can have your customers/clients confirm the payment in their payment history to shorten the hold to 2-3 days.
I have the same problem. Then I sent a message to paypal and said the sender can click the 'confirm receipt' so our money can be released in 2-3 days. But when I tell the sender to confirm it she said she can't find the option. Can someone tell me where is the 'confirm receipt' button?
@pinkeclipseid I'm not too sure myself - I've never seen the button, but my client has been able to confirm the payments as instructed. Can you try having you customer/client check for it in their transactio history?
