2-step account verification limbo

I was attempting to send money (Xoom) to a friend that I had sent to in the past and when I entered the amount, it prompted me to enter the 6 digit number sent via SMS. This happened on a continuous cycle until I finally got a message saying: Sorry, we couldn’t confirm it’s you
now I don't get any request for 2-step authentication. I just get the same message over and over. How can I fix this? The PayPal is absolutely horrible.

I try to login to Paypal - I receive the two step verification...I have tried both options of a call and a pin but nothing happens. I am unable to access my account and you cannot get through to the help centre. I have recently had a transaction taken but I cannot follow this up. Do I go to the financial ombudsman for assistance as this is in effect a financial transaction?
