Wireless Hotspot provider losing customers at PayPal gateway

I've been using PayPal for @ 1 yr now  and the problem is:

When a potential customer signs on to my Hotspot login page then selects credit/online time. He is directed to PayPal gateway. Customer inserts financial info to make payment, PayPal page allows customer to input info, but does not close transaction. Page simply loops.

Apparrantly it is due to the IP's of the PayPal gateway changing subsequently not allowing the hotspot cache/database to accept the confirmed transaction.

Not sure of the fix. But, we've come up with a script that updates the cache on the Hotspot server to follow the live IP of the PayPal gateway.

This is a brief and general overview from my understanding of what is happening.

Is anyone familiar with this transaction process and the flow.

If there is a clear explanation and a fix, I would appreciate it. As, I still lose customers at the moment they input credit card info with the looping PayPal page.
