Shipping and handling fee not being applied

I have a website that uses Constant Contact to sign people up for events.  They payment option is PayPal and I have set a .50 shipping and handling fee for all transactions.  It is sometimes being applied but not always.  Does anyone know why that would be or what I can check?

Have you set up the S&H charge inside Constant Contact, or within the shipping calculator of your PayPal profile?

 

In case of the former, I wouldn't be sure. Technically it'd mean we're not receiving the S&H charges, but I'm not sure why we wouldn't since that depends on Constant Contact. 

 

For the latter; this may be location/zip-dependent if you have a US PayPal account.Also keep in mind the S&H are only displayed after you've logged in to your account / have chosen a location on the billing details screen.

There is nothing to set up in Constant Contact. I could assign a fee but would need to do that for every event I build and I would rather have the fee applied at PayPal checkout so nothing is set in Constant Contact and I only have the option to choose a generic PayPal payment type.

 

I do have the shipping and handling fees set in my PayPal accout and prior to moving to Constant Contact it worked fine.  So it would look like it is somthing with what they are passing but since there are no options to set, I can't figure out what it is.

Thanks for your feedback and I will proceed with opening a ticket as I would really like to get this working.
