Pay Now Button Not Accepting Users without PayPal Account

So I created a PayNow button -- but when you click on it, it won't let you proceed without creating a PayPal account.  I don't understand why it doesn't have the option to pay with a credit card without creating a paypal account.

Just curious, where are you located?

We are having this same issue, but it seems to be determined on your location or Internet Provider.  When I'm on our Corporate Network in Wilmington, DE, we get prompted to create a paypal account.  But when outside the corporate network (local Minnneapolis Internet connection), I can enter the payment information without having to create a new paypal account.

I did this same testing with your site, and got the same results.

Hi, I've received 6 phone calls today that customers cannot pay as a PayPal guest (with their credit card)

Does anyone know how to fix, or who to contact?
