How do I make shipping cheaper for multiple items?

I can't seem to find any way to apply a shipping discount for quantities greater than 1. Like if the item costs 5$ to ship, but they order 3 of it, the shipping should be cheaper since it's all going in the same package, but I can't figure out how to make it reduce the price for quantities over 1.
