Account Optional + HTML Form Cart upload=1 + Webpayments standard = Accounts not optional?

On one of our clients we use the html form method for sending their cart to paypal.
They have a business acct, verified, with webpayments standard. Account Optional is set to yes, but accounts are not optional.
They've called and were told, quite rudely apparently, that "their 3rd party provider needs to fix this." We had to find out about the account optional setting, which did show the form on the first screen, but still required a password. (Although in the last hour or so, paypal seems to have changed it's checkout design/process again)
I've seen conflicting information about the fact that it should "just work" provided the acct is verified, and one off hand mention that it doesn't work with webpayments standard (which would largely defeat the purpose.), or only works with stored prebuilt buttons.
Please give me some direction on what needs to happen here, other than "clear your cookies" which, other than the fact that it exists as a feature, seems to be the extent of the documentation of this feature. Will this work at all? Do I need to swap out their cart for one based on the Soap API, or will I run into the same problems there?
Thanks

Hi vita10gy,
Welcome to the boards! 🙂 I'm sorry to hear about the issues you and your client have been having with guest checkout and our phone service. I can assure you that we have high expectations for our customer service team.
It's near impossible for us to troubleshoot the issue without looking at the website or merchant PayPal account. You've checked almost everything we would recommend. Guest Checkout will only appear if all of the following are true:
- Merchant PayPal account must be in a country that we offer Guest checkout. If the setting is listed under profile, then we know it should be available.
- PayPal Verified Premier or Business account
- PayPal Account Optional is turned on
- Email address is confirmed
- For Website Payments Standard the option will only appear for Buy Now, Shopping Cart, Donation, Enhanced Recurring Payments and PayPal invoices
The option might also be missing due to the country the buyer is located in as well.
From what you've described, I would guess that the email address is not confirmed on the account. I doubt this is something you missed but it's the only thing left to check.
Also, it doesn't matter if you use the NVP or SOAP APIs.
I hope this general information is helpful in some way. If not, please let me know. 🙂
