URGENT: Unable to integrate paypal express checkout with shopify

I am unable to activate paypal express checkout option in my shopify store.

The activate button opens a popup window and asks for the email to setup a business account (https://www.paypal.com/us/merchantsignup/partner/applicationChecklist?productIntentId=additional_pay...

Then it goes to the usual login page (https://www.paypal.co/signin?returnUri=https%3A%2F%2Fwww.paypal.com%2Fus%2Fmerchantsignup%2Fpartner%...%2%2Fwww.paypal.com%2Fus%2Fmerchantsignup%2Fpartner%2Fentercreate%22%2C%22method%22%3A%22GET%22%7D%7D) and then to the dashboard/summary page (https://www.paypal.com/businessexp/summary).

Its not requesting any third party API access or permissions. Contaced both shopify and paypal but no replies yet.

Curently, i don't have any payment gateway activated on my store.

Needs URGENT help.

I am facing the same problem.  Earlier the options were working fine but until recently.

Shopify says to contact PayPal, can you'll please provide the solution ASAP, it's affecting our store business transactions.

i wasted my whole day , i tried all browsers , used different mobile phones but its showing the same errror,  please resolve this problem asap

have you guys found solutions to this? facing the same issue and paypal customer care is useless!
