Refused transaction - what is happening?

Hello there!
I have been trying to understand what happens with a platform I use to collect donations.
It says "transaction refused" even though it takes the money from my bank account for a few minutes and then the money reappears. I can see on my bank statement the payment for that window period.
The platform name is jotform and they told me to contact PayPal.
What shall I do in this case?

There could be multiple reasons why you can't complete the donation payment. For example, if your account has been limited, some actions may not be available to you. If this is the case, visit your Resolution Centre to resolve the issue. Otherwise, it could be a security issue. Unfortunately, we would not be able to manually change the security settings. However, you can try clearing your cache and cookies, deleting your browser history and waiting for 48 hours without accessing your account to let the system reset. This may help you solve the issue!
