Dispute always in favor of buyer after giving evidences

Even after giving proper evidence, PayPal gives disputes in favor of buyer which is a very bad thing. One more thing is all service-related things need to be taken care of differently. In our case, we have completed our work as per the proposal and the client wants extra work at the same price when we denied doing it in the same cost he raised a refund request for the paid invoices. For this work, we raised 3 invoices in which the first two invoices are paid by reviewing almost 80% work. At the time of paying the final invoice he raised a refund request and refused to pay the final invoice. We are in the loss in this case. After doing all the work if any unprofessional and unethical client raises such requests then its very difficult to manage such things.
