ORDER NOT RECEIVED AND REFUND REQUEST

I sent $20 to someone for an item and the person claimed she did not receive the money and then Paypal sent me an email that the money has been sent to that person and I informed the person and told the person to check her account to see if the money arrived. And the person deliberately ignored my messages; she did not send the item and she did not respond to the messages. And I filed a dispute and then mistakenly closed the dispute. I thereby try to request a refund and it not giving me any option to apply for it. And I also want file a new dispute.

 

I wonder in what way it can be done
