Hello, I am unable to ADD FUNDS TO My  PAYPAL ACCOUNT BY DEBIT CARD

You can't add funds to a paypal balance in your country by any linked funding source as its not available in your country.

And even if you could no country can add funds to a balance via a card. 

Any funds in your balance are auto withdrawn to your bank account in India.
