US Vendor is Demanding Copies of Photo ID and a Utility Bill to accept PayPal payments?

Hi Team!
I am attempting to work with a supplier who is refusing PayPal payment unless I send copies of my photo ID and a utility bill with address info. This is something that I believe to be non PPI & PCI compliant, and it is something that I won't do, extremely risky. I've been through all of the vetting that PayPal does and have an established, trademarked business.
Can these guys even do this? I would think that it would be against PayPal Seller Policy.
