Returned Product is not the original product

I receive a refund from a customer, yet the item that was shipped out is not the same once i received it back.

The customer got their money back and kept the original shoes that were bought. 

 

Shipped-out:

IMG_2619.jpg

 

Received:

IMG_2880.JPG

 

How do i issue a report?

The Resolution Center will not let me open a case/report the issue.
