Paypal required me a google play gift card for security problem

I sold a gaming laptop worth $1400, when the payer sent me $1400 (pending), PayPal sent me a mail that I need to provide tracking number of the laptop when I ship then they will credit money to my account. I sent them the tracking number then they said my account have a limit, so they required that the payer send me another $1000, and he did. Then PayPal mail me that I have to buy a google play or steam worth $1000 and send them so they can credit $2400 to me and $1000 to the payer. All of these thing, PayPal said it's for security. But I never heard that PayPal required me google play or steam gift card before. It's so suspicious, The email of PayPal is <removed> (I have use dashed because of correct word) I wonder that is legit PayPal email or not ?
