Paypal BPO Campaign - Scam or Not?

Hi all
I am the co-owner of a small call centre in the Philippines. My partner was approached from a BPO agent (a company who acts as the middle-man finding jobs for call centres) and he said there is a Paypal campaign going on. He said he will invoice us "with an invoice number sent by Paypal", then we will need to pay them so they then will pay the insurance which will grant with a policy agreement for the call centre, signed by both Paypal and Swiss Reassurance Group (the insurance company). They also mentioned a name from Paypal (which I don't want to disclose in case it is real). Now due to the whole COVID situation, unfortunately, I can't fly to the Philippines myself and check the situation myself. So I would like to know if anyone is familiar on how the Paypal campaigns work and also if there is any contact number or e-mail related to that specific department of Paypal so I can try and verify the proposal.
