We are currently using PayPal Advanced on a couple of eCommerce sites. For these sites, we are using PayPal Manager to which we can setup various fraud settings relating to AVS/CVV checks.
We are about to launch another eCommerce site, but this time using PayPal Express. As it was explained to me by a PP rep, PayPal Manager is not used with Express. All payments are processed in the PP account. I've been searching our PP account settings numerous time looking for fraud filters but cannot locate any such settings. Do they exist? How can I setup fraud filters on PP Express?
Example: AVS; either address or zip must match. CVV; must match.

PP: I checked with my team that this option is available only for PayPal Payments Pro.
PP: It is not avilable to for PayPal Payments Standard/ PayPal Express
Me: So there are no AVS or CVV checks when a customer places an order using PayPal Express?
PP: No.
Seriously? This seems wrong to me. I've asked for a phone call from Fraud Team asap.
