No, it's not illegal. Do you even know what a money request is? The purpose of it?
Money requests are simply informal invoices for goods and services payments as a fee is charged to receive the resulting payments. So for example, if you did some work on your neighbor's garden or you babysat your uncle's child, or did some graphic design for a local shop, you send a money request for your goods and services without going formal with a PayPal Invoice. That's fair game.
Now, you can definitely use PayPal.me link for personal payment requests for say, the sender is paying you back for their half of the dinner/bar tab or paying their share of rent, because there is the option to choose between friends and family or goods and services payment type.

I'm not saying that exactly. What I am saying is Our business is on the invoices not on the money requests. The business payments part of my PayPal is when I send someone an invoice not when I click request money from someone. And my requests have over 200 transactions from me for doing the request because the paypal android app automatically requests money as a good or service, it does not let you or provide the option to click request from friends or family. So PayPal is telling the irs that most of users funds are a business and a service when it is not. I think that is very bad for the irs because everyone who used PayPal to request money from their friends is going to be reporting way less income then what the 1099-k says that PayPal is issuing. That is not for and not right because the irs is going to think people are trying to pay less taxes but people are not. Or does the irs know that PayPal is compiling all the none business stuff to.?

Ok, but what I am saying is that, when you click money request from someone, that is a informal invoice for goods and services, friends and family option does not come into it. Or at least, you don't get to choose. Either the payer gets to choose during checkout (which makes more sense) or PayPal treats it as a goods and service payment only. There's not much documentation about money requests and its features. Therefore do not send money requests for strictly personal payments. Use PayPal.me link. Create the link and indicate that you use it for personal payments with option for the sender (payer) to choose goods and services. See PayPal.me terms for more details.
