Hi There. I just went round and round with PayPal last month about this exact issue. There is absolutely no seller protection for curbside shopping with PayPal. They claim that unless there is a shipping invoice to verify that that product was "shipped" there will be no seller protection. I had asked if they thought of a workaround like for instance a receipt and signature - they said no. It is very unfortunate that they can't find a solution when so many retail establishments are struggling in this pandemic.
Best of luck to you.
