Error: PayPal refunds eBay customers missing delivery

I noticed PayPal has a serious error within the eBay integration. When a buyer reports an item missing and is being sent a replacement item, PayPal actually credits the entire purchase amount back to the buyer! This is a double loss to the seller.
I don't know how long this has been ongoing in the five years I've sold through eBay and how many hundreds of pounds have been lost in profits due to this error since I've never received a notification from PayPal about this. I discovered this by chance. This should not be the automated feature of a missing item claim unless the buyer specifically processes a claim for a refund and this is approved by the seller, not when they report a missing delivery. I may have to file a legal complaint against PayPal to recover the amounts.
