Disputed Fee with Chargeback - Buyer Was Deceptive

I teach dog training classes. A dispute was opened claiming an unauthorized charge. I followed up with the buyer. He claimed complete ignorance and asked for my help in resolving the matter. He said he had "No idea how there could be a problem. From the start I asked if there was anyone else who paifd the bills. Non-responsive to that question. This went on for a week and I gave up. I did not contest the dispute. I began to believe there was something fishy going on. I dropped him from the class. I tried just to refund but was blocked due to the dispute. I got the chargeback and a 20.00 'fine'. Then he replies to a text and, finally admits 'someone else pays the bills". I have a whole thread of text messages from this person where he is not truthful about the matter. 

 

Why should I be fined? Probably some teenager lying to a parent.
