Paypal keeps asumming I live in America - so I can't complete profile - is there anyway to change this without deletion of paypal account?

Sounds as if you have opened a U.S paypal account instead of one for your own country?
Go to the settings cog next to log out and check what NATIONALITY is showing on the left side of that page, is it for your country or not?
When you click to register a paypal account there is a drop down list of countries with U.S being the default top option as Paypal is a U.S company.
You then have to scroll down and click on your own country to open the correct Paypal account for that country.
You can't use another countries Paypal account as it would never work properly and may be limited.
If you have opened a U.S paypal account by mistake then you need to remove anything you have added and close it (if you can) and then open one for the correct country you are in.
Paypal is country specific and differs a lot country to country.

Thank you - that seems to be where the problem began.
However I am now stuck in the middle of a incomplete setup (not being able to respond to paypals request for a US address)
and therefore also not being able to access the 'setup' page to change the locality to NZ.
This also makes it impossible to 'close' the incomplete account - so I can start again and create another.
Any ideas appreciated 🙂

You can't change the location all you can do is close the account.
If you can't do so then contact customer services in the U.S as its a U.S account and see if they will close it for you.
Click on the U.S in this list...

Then scroll down to contact bottom of their home page and scroll down and through until you get the phone option.
Make sure you select phoning as a guest to get the number in case it detects you are in another country and they try and give you that countries number.
