Where and how can I submit a legal request to PayPal to opt-out of data selling?

I have recently become aware of PayPal's new advertising service, part of which involves selling the personal data of its users. I do not wish for PayPal to sell the data they have on me. Where and how can I submit a legal request to PayPal to opt-out of such data selling under privacy laws?
In fact, I would go so far as to ask this question on behalf of EVERYONE who lives in the EU, California, and Nevada. Where do we submit legal privacy requests?

I just got off the phone with customer service and they literally deny this service even exists, saying they're not selling personal data and therefore I cannot send them a privacy request. Figures.
