Where and how can I submit a legal request to PayPal to opt-out of data selling?

I have recently become aware of PayPal's new advertising service, part of which involves selling the personal data of its users. I do not wish for PayPal to sell the data they have on me. Where and how can I submit a legal request to PayPal to opt-out of such data selling under privacy laws?

In fact, I would go so far as to ask this question on behalf of EVERYONE who lives in the EU, California, and Nevada. Where do we submit legal privacy requests?

1… It is worst than that…. PayPal is adding / including ads on the “Paypal’s Notification Emails”, every time I receive a PayPal payment from my clients. 2… And even worst: That specific Ad Sponsor is receiving copy of my payment reception notification, the advertisers knows how much and from whom I received.

I just got off the phone with customer service and they literally deny this service even exists, saying they're not selling personal data and therefore I cannot send them a privacy request. Figures.
