First I'd recommend clearing your browser's cache, cookies and history to see if you get a different response. If you're still running into issues after that, I'd recommend reaching out to our Customer Support to research this a bit further. You can reach Customer Support by clicking Contact at the bottom of the PayPal website.

Do you have a mobile (not landline) phone issued in your country and registered in just your name verified on your Paypal account?
Paypal are using mobile phones for i.d requirements for logging in and withdrawal funds for extra security measures.
Advice is voluntary.

Im dealing with the same problem, yes i do have everything you mentioned is there any way to fix it? because of my payment they cant confirm its me.
