Sorry to know about the issues you're facing while setting up a PayPal account. As PayPal is country specific, you have to enter the phone number which is registered in the same country. Also, please check if the phone number you've entered is in correct format. If he details are correct and still getting the same error message, please do contact the service team to get this resolved. You can contact the team by clicking the "Contact us" option at the bottom of PayPal page. Support is also available through Facebook, Twitter and Instagram pages.
