Problem setting up new account - still not working

The tips you gave, didn't work for my daughter.  Tried laptop, new browser, location on, right country, right mobile number for that country.

When I try to create an account I can enter a email but as soon as I try to enter her mobile number it says - Please use a different phone number.

What is going on????
