Not OTP

hello someone please help me , its been so long i am trying to create a personal account .In the accounting forming process for a personal account i am not able to receive OTP from the server . Is that because i am from UAE (dubai), is paypal banned here?

Thank you for making a post. 

 I see you're facing issues to sign up for a PayPal account in the UAE. PayPal is available in your region and you should be able to Sign up for an account there. If you're not receiving code via phone, please try with a different number if you have one. Use a computer to perform the action and make sure not to use any VPN. If you still continue facing the same trouble, reach out to PayPal directly over the phone to see if they can help you.
