My Paypal account has been blocked

So, I use PayPal all the time to pay for subscriptions n stuff like on Twitch. Never had a problem. Then, today I get an email, that my recent Payment to Twitch has been declined, and I need to update my Payment method. When I went to log into my PayPal account and went to go to the help section in the app and spoke with their AI assistant I got told that my account had been blocked. I don't know why, nor how I got blocked. Nor do I know what I've done to have that happen to me. All my payments have always gone through, and I haven't changed addresses, or email addresses or phone numbers or anything like that. Everything bout my account including information has been the same. Can anyone help explain to me why my account has been blocked randomly??

What is the difference between a normal and permanent limitation? Paypal's website through their help section mentions that normally they can't help someone remove the limitation off their account over the phone. So, Im not sure what good calling will do. Also; isn't Paypal supposed to email you / notify you when your account has been limitated? Asking because I never got an email telling me account has been limited, nor does anything within the Resolution center show up asking me to verify anything or anything like that.
