Limited account, Cant link a Bank account to get funds.

My account is limited and PayPal have told me i can get my money after 180 days after the limitation, after i waited and wanted to get the currency i still have Paypal requested me to link a Bank Account so i can transfer the funds is still have.

But the thing is PayPal also wont let me link a Bank Account or an Credit card, what can i do?

Please help, thank you in advance.
