Hello,
I moved to another country and my old phone number still registered as the primary phone number. Different country code, so I tried to add it manually (I thought there will be a pop up/scroll menu to change it, but there isn't). Long story short, it didn't work. Please help me out.

Paypal is country specific so if you move countries you have to close your old Paypal account and open a new Paypal account registered in the country where you now live. You would then need to add an address / phone number / bank accounts / cards from within that country.
You should really withdraw any funds / resolve issues / remove cards and bank accounts / cancel any subscriptions and close the old Paypal account before you move countries. If you don't then you may have problems doing so once you have moved and may need to contact customer services for help to resolve things.
Advice is voluntary.

but in order to close the account from my prior country, the system sends you a confirmation code to the phone previously listed. Since I no longer live there, I have no access to that number so cannot receive the confirmation code. Without the code I presume I cannot close the account, and if I cannot close it, I presume I cannot open another account for my new country of residence.
