How to get out of this doom loop with PayPal Business login?

Hi there. I am trying this because I just can't access help any other way. I can't log into my PayPal for Business account - correct email address and password, but it just keeps saying 'some of your information is incorrect'. I've changed the password three times, it happens every time. I am in the UK and the only phone number for support is in the US. Help!

Well I am in the UK and when I check the phone number it is always a UK number.
