How to fix the "We couldn't confirm your identity" thing.

hey i have been trying to confirm my Proof of address for past week or so and ive sent over 3-4 pictures of packages that ive got where is shown my address postal code my name and the date ive received it and its just keep declining and emailing me We couldn't confirm your identity

So how should i confirm my account? i have sent my id and it was good it, got accepted but I dont have no address receipts from banks or something in the last 12 month only packages which shows that I still live in the current address. And I got my money in the account and i cant even withdraw that or send it so is my money gone or how can i get it back? because now its just feels like paypal stole money from me and i cant even get it
