Can't add secondary Email ID

Hi, I need to add my old PayPal email address back in as a secondary email ID, but I keep getting the error message: Something went wrong. Try again. Contact customer support if you keep seeing this.
PayPal thinks my old address is being used by another account, but I am certain it is not.
