Am I allowed to have two private PayPal accounts?

I'm aware that there are private and business accounts. I'm 20 years old so I meet the requirements to have a PayPal account. Of course each account would have the same email. But am I allowed?

Each user can officially have 1 personal and 1 business account. Each account have to be opened with different email address.

“Officially”, according to user agreement, no, you can’t. Unofficially, it is possible. Can’t well advise you to on PayPal website, can I?
