20 Year old limited for being under 18

I signed up for paypal today all of my documentation shows I am over 18. I used my driver's license to show my DOB and even shows I won't be 21 until later this year. And then I was immediately limited. I can't get help from a human through contacting them through their website, and I get an ai on the phone. How am I supposed to get this fixed if I can't directly contact them?
