Hi
I had the same problem just before during a payment process on a website. After deactivating the iOS feature „Private relay“ in the iCloud settings I could repeat and successfully finish the payment process.
Settings menu: Apple ID - iCloud - Private relay (Beta)
It is annoying that PayPal doesn’t allow the use of privacy features! But this is a current solution for iOS devices.
Using Chrome instead of Safari would be pretty silly. Then one could post his personal life instead. Same result.

Same problem, only on MacOS 12.4 Monterey. Same solution. Turn off Private Relay, restart Safari and it works.

... or an even better solution. Use something other than PayPal to pay until the fix this.
