Verification from Germany, system only allows American address

We are an association from Germany and we are trying to verify ourselves. For this we need to specify an address in the form. However, the form only allows American addresses. How can we add our German address? We have never indicated that we are from America.

Seems there is some kind of glitch when you signed up because your forum profile does not say what country you’re in so close the account you opened and open a new one under Germany: https://www.paypal.com/de/webapps/mpp/account-selection

To close account:

1. Go to your Account Settings.
2. Click Account preferences on the left.
3. Click Close account. next to "Account type."

I can't close the account because there is always the verification window that I can't click away. Any ideas?
