Travel active code

Hi, i travel to iran. my account need to active again and my phone number didn't work, but my iranian number can give sms and call. what am i doing now for active my account ?
the pannel of the security code have (ir +98) but not send message sms our call to the number.

Paypal is not available or supported in Iran and you can't use another countries paypal account unfortunately.
