Resolution Centre logging a dispute for 2nd time

Hi I'm trying to raise a dispute with the resolution centre but each time l fill in the form and press submit it says 'You have already identified an issue with this transaction. Please visit the Resolution Centre to view the status of your open cases.' l did think last week that the issue l have with a seller came from a fake PayPal account and filled in same form regarding this but the seller was proved to have real account and case was closed but as l still have no purchase and no refund l want to resolve this by making another dispute....please tell me how to proceed with this?

Unfortunately you can only open x1 dispute per transaction.

Welcome to the PayPal community and thank you for your post.
We can help you to reopen a case if you can send your request by email. Send us an email by clicking 'Help & Contact' at the bottom of the PayPal page and then choose to contact us by email. In your email include the transaction ID that you would like to dispute and mention that you have not received your item.
